If they are available and cheap to obtain I would think having a replacement pair of good cables to hand would be well worthwhile.
The work of getting in to examine is almost the same as preparing to replace.
Could save an extra trip out to the car.
I suspect that one of the cable outer ends has been squeezed into its end stop so it now acts like a clutch cable auto adjuster.

That could be checked out by giving the inner cable at the front end a good tug with a pair of pliers, with the outer held back.
The catches are being prevented from latching because the cable is not "returning" (relaxing) properly. There should be a small amount of slack in it, when it is hooked up to the cross-rod bracket; it should not exert any tug until the release lever is pulled.
If the cable is not giving enough "travel", I think it's most likely that one of its outer ends had jumped out of the relevant 'holder', so effectively shortening the overall cable.
What John describes above is also possible, too.

Today found a bonnet release cable change note.
This was at ORGA 5174.
Up to this point the cable joint was under the air filter box, battery side.
Citroen then changed the cable lengths to move the joint up near the strut head.
That is the cable from the lever was shortened and the cable at the latch end made longer.
Cable routing remains the same just the joint position changes.
They then go on to mention that while it is not possible to use the old and new short cables it is possible to use old and new long ones.
To do this the cables are moved over to run alongside the inner wing so the cables and joint are located to the outer side of the air filter.

Finally found time to have a look. When you say under the airbox does between the air filter box and the battery cage count?

Even when the handbrake lever in the car is pulled to its maximum there is very little movement on the cable. I was hoping to have her on the road for Saturday but this is something that can't be left so the air filter box is out

and the rest will be following it. New cables if I can find them, or maybe even get them made up if possible.

The outer sills are in very good condition but the inner sills and floor have had to be rebuilt. Having said that since they were ripped apart and done properly from scratch they haven't needed doing again. The underneath still looks pretty good after being taken back to bare metal a couple of years ago.
In fact the body panels are all very sound and the paint has held up well considering it's nearly 30 years old. Any real rust has been found behind rubber seals, trim, badges and lights hence why I still need to remove the door handles and mirrors and the front and rear bumper trim, though where the latter fixes is not apparent.
