one 11mm, one 12mm(nylock) = spinning bolts arrrrgggg ?? why use a @@@@@@y Nylock...the plastic melts into the threads !

Very innovative spanner modification! I struggled to reach the standard exhaust bolts on my 2 litre petrol despite crawling around on my back underneath.
Long arms are definitely an advantage.

I was thinking the reason you couldn't get the nut undone was due to using that weird spanner...
From underneath You can fit a standard spanner onto the bolt head, then use a socket on a looong extension on the nut.
An impact gun will undo these, unless very rusty, in which case saw through the bolt shank with a hacksaw blade and replace.
I assume this is on the car, not the spare engine.
Looks like you cut through the exhaust and took the collar off with the head and turbo.
They are not the proper bolts, which have a bevel under the head, to fit into the countersink in the flange.
Best to buy a new bolt and washer set.

The flange just came off and needed no help, I still need to inspect it but I expect a failed (poor) weld or a bodge.....at the time I just thought it was how it fitted.....another job to do.

What do you think chaps(s's)....weld it back on in situ or take the pipe/box off and do it off the car ?...Does it need a continuous weld or just spot welds to secure ?

The gasket ring only seals the moving ball and socket, not the flange to pipe.
The correct bolts have the bevel to allow them to move, which allows the joint to swivel.
The flat bolts you have may be locking the joint so transferring the movement to the pipe.
Or it could just be rusted through.
