Or maybe part of a larger old tyre?

I'm doing a refurb on mine, the steel cover at the front us badly damaged with corrosion. My thoughts are to take the carrier off, blast it, coat with zinc and some marine grade paint cut out a new leading cover from slightly thicker steel, English wheel it to shape and weld it on.
A total pain but not as much of a pain as having a loose spare in the boot.

Leave all the coating and painting to last I hope 
If your making something with a curved shape like the original if make sure there's a few drain holes in it and paint the hell out of it to seal the metal away as much as possible or just wash it out at least once a year and let it dry totally before sticking the wheel back in

They do as the cack perishes the rubber and the rims rust like crazy sat under there getting a bit of heat off he exhaust on petrol a more than diesels doesn't help with the issue

That's Michelin's for you, I would just have the frame, it won't hurt the tyre, will probably help, well let it dry out rather than holding the dirt and water on it all the time.
