Is that V6 for sale really a RHD 24V PRV? I'd assumed it was the 12 valve?
The LHD drive one I had averaged 24mpg, which was pretty good I thought in the sense of comparing with old petrol cars of similar power. Compared with a 2.5 it's consumption was painful but comparison is unfair.

According to Citroen no Mk2 RHD 24v PRV XM's were made.
Their 1998 model year design note introducing the RHD ES9J XM was issued in Oct 1997.
