I need new seals for the steering ram, any one know where I can get these seals from

All the ps rams are the same, so any exchange one will do.
I believe the end rubber return gaiter is available, but can any more of the ram be disassembled?

I know the rack can not be fully dismantled, I had tried, I thought I had a spare ram, but can not find it, but definitely have a leak though the seal

The ram will have a small amount of allowable leak, which is collected and returned to the reservoir via the rubber collar, P/no 95640212

This is more than a small amount, it drips when not in use, think I might have damage it when doing that gaiter replacement

Where is it leaking from, a split return pipe fitting will leak a lot when not running, as the complete pipe empties.

I have a drip on the ram push rod that connects to the end of the rack
looking at the rubber cover on the end of the rack, it does feel a bit on the hard side for rubber

The return gaiter is the active return from the cylinder, it doesn't create the seal for the rod. It sounds like you do indeed have a leaking ram.
