If it was done professionally they should have used a new bolt and locking tab on the transfer gear as per the manual, case bolts dont tell the whole story
, ive not seen any ZF parts list that show that seal as rubber unless someone else has seen one?

That is fair comment about the gear bolt Dean, although all but two of the case bolts were seized and required a chisel! I am sure you are right about the rubber seal and luckily I have spare metal rings. With regards, Matthew T.

Hi Dean,
I assume that the only visible faults with the governor will be broken rubber and/or metal rings and stuck springs, although I understand debris can collect inside and cause other issues?
I still plan to pull the governor tomorrow, so here's hoping I actually find something!
With regards,
Matthew T.

you will be looking for broken kinked or heavily worn rubber seals snapped or deformed valve spring retaining plates, broken springs, jammed valves, loose valve unit securing bolts, blocked oil galleries or worn ring lands on the metal sealing ring, i think you need to fit the metal ring and put a feeler gauge between it and the land and check for excessive clearance, the manual says what it should be.

I have the car ready, but it hardly stopped raining on Thursday and I also ran out of time. I may find an opportunity to investigate over the weekend! Regards, Matthew T.

I think I have identified the problem with the governor!! After removal I found the seals are all intact and also the valves and springs are complete and seem to operate correctly. On the shaft between the seals I noticed there are two oil holes that both appear to connect to the a small slide valve in the head, with the outer one more directly. I found when I blew separately through the holes with an old biro that the outer hole oilway is very clearly blocked somewhere inside, as my two videos (kindly taken by my son) should illustrate. I took a third video to show the valve that I am also operating when blowing.

It may be possible to refit the clear governor tomorrow, so who knows with luck we may be sorted!!
Regards,
Matthew T.

you can take the individual valve assemblies off, only two torx screws and you can get to the other side of the drilling then, or have you already? be interesting to know what made its way in to block it.
