It is not the complexity of Citroens that is the problem, but the lack of specifications and tooling.
I am not sure about Rover, but Jaguar (which was in theory the same company as Rover from 1968 until 1990) have kept all of the tooling to make almost any component they used since the 1950s. For parts more than about 20 years old, they don't remanufacture themselves, but loan the original drawings and tooling to a trusted supplier to do a small production run when economic.
I think that PSA just see every old car still on the road as a lost opportunity to sell a new car.

There is a further problem with remanfacturing once the original company has withdrawn.
Even if you know the dimensional details and tolerances of the item you need.
Much of the Far East stands ready to fill the gap where it sees a profit.
Problems can then come with the specification for the material used.
It can be both critical and outside our expertise to check.
Even the aircraft maintenance industry has found rouge components from secondary sources.
3D printing will just add asthetically perfect junk from back street sources to further confuse us.
It has a real place for components such as trim but needs care when used for safety components.

This thesis hasn't stopped the values of the CX or BX from rising. ....because the XM is that bit more complex I would argue and from a later period which hasn´t the same romantic appeal as earlier.

People prefer Citroens over British cars because they are more complex and work better. Most people running classic cars have an engineering mind and like the challenge of keeping something running.
