The reservoir always does look very empty, even when the level is correct.
Over-filling by even 1-litre+ isn't a problem (sometimes useful when bleeding, etc.) - there's plenty of room in there.
Paul's check above is the way to be sure.

The ends of the ribbed plastic 'belt' must be placed under the nickel-plated metal bracket that the adjustment lever sits in. If the ends are allowed to curl inwards and sit on top of the bracket, the lever will jam.

The LHM level should be checked with the suspension set to high, at which point the mushroom should be between the red bands.
