The reservoir always does look very empty, even when the level is correct.
Over-filling by even 1-litre+ isn't a problem (sometimes useful when bleeding, etc.) - there's plenty of room in there.
Paul's check above is the way to be sure.
The ends of the ribbed plastic 'belt' must be placed under the nickel-plated metal bracket that the adjustment lever sits in. If the ends are allowed to curl inwards and sit on top of the bracket, the lever will jam.
