That is a high spec car, it's an SEi, with A/c. Rotary dials were standard even with A/c, which then coupled with the standard auto heat and fan control, makes the system climate control, just without the push button controls.

When the XM was introduced there were three different HVA systems that could be fitted.
As stated above from factory this depended on model spec though Citroen did also allow some special factory options.
The 3 types were:-
Manually adjusted system (3 rotary controls with 2 sliders, fan & recycle).
Heating system with automatic temperature regulation (3 rotary controls with 1 slider, recycle).
Air conditioning system (3 rotary controls with 1 slider, recycle plus A/C switch fitted next to hazard switch.
Be aware that there were also a few Dealer retro fit A/C versions to shift stock.
These were the UK factory spec options from Sept 1989 to 15 Nov 1990.
In Nov 1990 the Fully Automatic Air Conditioning option (push button panel) was introduced.
