Looks like the proper FCF and BXC are back now but in case they go again and you need urget access for some reason the test BXC can be found here:

EDIT: When did you see it go down?
FCF is a little slow at this time but the BXC is absolutely fine as far as I can see...

both sites were down approx. 5 to 6 mins. before I made my post which was 2.03 pm however that would pre the clocks going forward (So I'll need to go into my 'Board Preference' and correct the time) therefore the corrected time would have been approx. 14:55 hr's when I tried accessing the forums !
