That is exactly the same parking brake mechanism as used by Mercedes, except their release is spring loaded to always be engaged.
Did you remember to lift the height control knob when trying to move it. I'll check it, but it's never been a problem on that car.

Exactly. The Merc is a one-foot operation, rather than a hand and a foot.
Did try lifting the lever, but it didn't seem much like lifting (don't worry - this sort of detail would never be included in a feature anyway, especially if it's operator error!). At least it's a mechanical lever rather than the silly electric mechanism on my Series 2 CX (which frequently went all funny).

I always push the release knob back in once the brake is off, so next time, just push the pedal down.

I virtually never use the parking brake. The Mandarin car sits without any brake applied, the Cobalt one is normally in gear, no brakes.
It's a pretty robust mechanism. My first XM got the brake applied about 20+ times a day for 50,000 miles, no issues. I never use it for hill starts, just swap my foot over from brake to accelerator and pull off before it rolls back.

I wonder if it's really wise considering that the parking brake is also an emergency one. Granted, not a very strong one...

You would always have time to release it again if necessary.

Have you tried using the parking brake as an emergency brake?
It takes as long to stop the car as an Inter-City 125.
